Second session of the Municipal Conference "Scarce health resources and economic and social crisis: An unavoidable debate", organized by the Fundació Catalunya Europa in collaboration with the Diputació de Barcelona and the municipalities of Santa Coloma de Gramenet and Sant Boi de Llobregat .

The workshop "Social Vulnerability and Institutional Density" coordinated by Helena Cruz was part of the second session of the Conference which consisted of workshops to discuss metropolitan dynamics and local resources.
