The study "New Challenges and New Municipal Governance" diagnoses the state of local governance, based on an analysis of local autonomy, competencies, democratic quality and territorial organization.

In the second part of the report, the authors identify three major challenges that local governments have to face: social rights, the environment and smart cities, and the right to the city.
