The study "Synergies between social progress and the SDGs: The case of the demarcation of Girona" introduces the methodology developed by the Social Progress Index (SPI) as a possible tool to use when contextualizing, quantifying and comparing the degree of achievement that a territory has in relation to the SDGs. Its deployment, based on indicators of social progress independent of economic progress, has facilitated comparisons with more than 160 countries, as well as the specific elaboration of a specific system for the reality of the European Union (EUSPI). The latter is the one used in this study, because it allows us to assess the real progress or setback of the 281 EU countries (NUTS 0) and the 272 European regions (NUTS 2), as well as the distance in which they are located. 'achieve the ideal value with respect to each SDG, from the incorporation of quantified milestones.
The practical application of these issues has been demonstrated, in the first place, by a systematic review of the degree of integration that the different administrations have made of the SDGs, including here the European Union, the Generalitat de Catalunya, the Diputació de Barcelona and Girona, and Barcelona City Council. And, secondly, by proposing a relationship between the EU-SPI and the SDGs for Catalonia, as the NUTS 2 region, and the demarcation of Girona, as NUTS 3. For both realities, the relationship between the indicators of the EU-SPI and the SDGs has been produced through the principle of equivalence between them, taking for the SDGs those already established by the main relevant institutions: Idescat, Eurostat and ESPON.
